摘要
塑造高质量发展重要增长极和新动力源是新时期城市或区域提升核心竞争力,推动参与全球竞争的重要路径。基于理论溯源和新时期发展新要求,架构起高质量发展重要增长极和新动力源的内涵体系。提出其建设目标:时间维度上,从静态经济目标的达成转为持续创新动能的培育;空间维度上,对内保持社会经济高质量高能级发展,对外以协同带动、推进更广大地区平衡发展为最终使命。进一步凝练出重要增长极和新动力源区别于其他城市地域的五大重要特征:区域带动力、创新策源力、资源配置力、空间支撑力和开放引领力。并以超大城市为例,揭示上述5个方面在引擎带动作用突出、核心功能相对集聚等8个维度的具体表征,最终构建起切实可行的评价指标体系,指导城市规划和建设落地。
Shaping important growth poles and new growth drivers for high-quality development serves as a critical pathway for cities or regions in the new era to enhance their core competitiveness and participate in global competition.Building on theoretical foundations and the new requirements of the current era,this study constructs a connotation framework for important growth poles and new growth drivers for high-quality development.It proposes their development objectives:temporally,shifting from achieving static economic targets to fostering sustained innovative momentum;spatially,internally maintaining high-quality and high-level socio-economic development,while externally aiming to drive synergy and promote balanced development across broader regions.Furthermore,the study identifies five key characteristics that distinguish important growth poles and new growth drivers from other urban areas:regional driving force,innovation sourcing capacity,resource allocation capability,spatial support capacity,and open leadership.Taking megacities as an example,it reveals specific manifestations of these five aspects across eight dimensions,such as prominent engine-driven effects and relative concentration of core functions.Ultimately,an actionable evaluation indicator system is established to guide urban planning and implementation.
