跨域资源协同视角下基层应急能力提升路径研究

Research on the pathways to enhance grassroots emergency response capability from the perspective of cross-domain resource collaboration

摘要 为破解基层应急资源匮乏、特别是冶金企业煤气中毒应急中高压氧舱短缺的难题,本研究以天津东丽区为对象,综合运用案例分析法,并结合文献研究、实地调研等多种方法,系统探索了3种应急资源整合路径。研究结果表明,通过跨区域整合与协同,能够有效打破行政壁垒,实现资源快速调配,显著提升救援时效性与专业水平;然而,研究发现单纯依赖企业捐助难以解决基层单位技术维护能力不足的困境,且民用高压氧舱设备因标准、功能差异,往往无法适配工业事故救援的专业场景。基于上述分析,进一步提炼出3条针对性提升路径:一是政企资源协同共享;二是民用应急资源场景拓展;三是跨区域资源共享协同。研究结果可为同类地区提供参考。 In order to address the problem of insufficient emergency resources at the grassroots level,especially the shortage of hyperbaric oxygen chambers for gas poisoning emergency response in metallurgical enterprises,this study takes Dongli District of Tianjin as the research object and systematically explores three integration pathways for emergency resources by using a case study approach in combination with literature research,field investigation and other methods.The results show that crossregional integration and collaboration can effectively break administrative barriers,enable rapid allocation of resources and significantly improve the timeliness and professionalism of rescue;however,the study also finds that relying solely on corporate donations cannot resolve the dilemma of insufficient technical maintenance capacity at grassroots units,and that civil hyperbaric oxygen chamber equipment,due to differences in standards and functions,often fails to match the professional scenarios required for industrial accident rescue.Based on the above analysis,the study further identifies three targeted improvement pathways,namely coordinated sharing of government-enterprise resources,scenario expansion of civil emergency resources,and cross-regional resource sharing and collaboration.The findings can provide a reference for similar regions.
