摘要
重大基础设施在城市建设和运营中发挥着关键作用。当前,城市发展面临保障存量设施高效安全运行、加强城市精细化管理等新形势,亟需建立一套既能紧跟行业发展新趋势、又能契合建设与运营管理需求的后评价体系。文章依据相关后评价政策规范,以道路工程项目为例,研究面向全过程的创新后评价体系,旨在提高重大基础设施的中长期运营效益,提升行业的建设管理水平,促进其向精细化、高质量发展提供理论参考。
Major infrastructure plays a critical role in urban construction and operation.Currently,urban development faces new situations such as ensuring efficient and safe operation of existing facilities and strengthening refined urban management,urgently requiring the establishment of a post-evaluation system that both keeps pace with new industry trends and meets the needs of construction and operation management.Based on relevant postevaluation policy specifications,this paper takes road engineering projects as examples to study an innovative post-evaluation system oriented toward the whole process,aiming to improve medium-tolong-term operational benefits of major infrastructure,enhance industry construction management levels,and provide theoretical references for promoting refined and high-quality development.
