摘要
随着“一带一路”政策的实施,众多国内建筑企业,特别是央国企,积极投入国际工程领域,国际工程新签合同额在2022年迅速增长。然而,由于承包商管理能力不一,项目效益也呈现显著差异。文章以东非某国由世界银行出资的市政公路项目为例,通过韦恩图模型在全寿命周期管理中的应用,介绍全寿命周期管理在投标阶段、施工阶段和竣工维保阶段的工作重心,分享项目扭亏为盈的管理经验。尤其在施工阶段,文章详细阐明了全寿命周期管理在国际市政公路工程中的应用成果与重要性,旨在为不同专业和不同模式下的国际工程承包商提供案例参考,实现国家荣誉和公司效益的两重丰收。
With the implementation of the Belt&Road initiative,numerous domestic construction enterprises,particularly central state-owned enterprises,have actively engaged in international engineering projects,resulting in a rapid increase in newly signed contract values for international projects in 2022.However,due to varying management capabilities among contractors,project benefits exhibit significant differences.Taking a World Bankfunded municipal highway project in an East African country as a case study,this paper introduces the focal points of life-cycle management during the bidding,construction,and completion/maintenance phases through the application of a Venn diagram model.It shares management experiences that turned a loss-making project into a profitable one.Especially during the construction phase,the paper elaborates in detail on the achievements and importance of applying life-cycle management in international municipal highway engineering.The aim is to provide case references for international engineering contractors under different specialties and models,achieving dual gains in national prestige and corporate benefits.
