摘要
积极推进老年助餐实践是促进养老服务高质量发展的重要内容与必然要求,也是应对人口老龄化的关键举措。本研究以山东省老年助餐实践为研究对象,运用程序化扎根理论方法,对山东省老年助餐服务案例进行编码分析,构建老年助餐实践的四维驱动逻辑模型:“驱动动力-驱动主体-驱动保障-驱动目标”,并通过理论饱和度检验验证模型有效性。研究发现,山东省老年助餐实践动力源于自上而下的使命驱动和自下而上的现实需求;在双重动力驱动下,老年助餐主体从单一分散向党政统合与社会力量的多元协同转型;通过多元主体协同赋能,多元化资金支持、全面服务监督、数字化赋能以及标准化建设构成老年助餐的四大驱动保障体系;四大保障体系进一步靶向支撑,最终达成服务老年群体、扩大助餐规模、实现可持续发展、助力基层治理等递进式助餐目标。基于此,从战略引领、机制创新、制度保障、目标跃升四个维度提出优化路径,为老年助餐服务发展提供实践参考。
Actively promoting the elderly dining service practice is the important content and inevitable requirement for promoting the high-quality development of elderly care services.It is also a key measure to cope with the aging of the population.This study takes the elderly dining service practice in Shandong as the research object,uses the procedural grounded theory method to code and analyze the elderly dining service cases in Shandong.This study constructs a four-dimensional driving logic model for the elderly dining service practice:“driving force-driving entity-driving suppot-driving objectives”,and verifies the validity of the model through theoretical saturation testing.Research has found that the elderly dining service practice in Shandong is driven by top-down mission-driven and bottom-up practical needs.Driven by the dual driving force,the main body of elderly dining service practice has shifted from a single and decentralized approach to a diversified and collaborative model involving government and social forces.Through the collaborative empowerment of multiple stakeholders,diversified financial support,comprehensive service supervision,digital empowerment and standardized construction constitute the four major driving and guarantee systems for elderly dining service.The four security systems further target support,and ultimately achieve the goal of serving the elderly,expanding the scale of meals,achieving sustainable development,and helping grassroots governance.Based on this,this study puts forward the optimization path from four dimensions:strategic guidance,mechanism innovation,system guarantee and goal jump,so as to provide practical reference for the development of elderly dining service.
