摘要
公务员的主动工作行为对于提升国家治理效能具有重要意义。随着我国人口老龄化进程日趋加快以及延迟退休改革的推行,年长公务员正逐渐成为公共组织发展的重要力量。如何深度挖掘年长公务员的潜力,调动年长公务员的主动性和积极性,已成为当前学术界亟待解决的焦点问题。本研究基于社会交换理论,对493名年长公务员进行三波段调查,探索年龄包容性氛围对其主动工作行为的影响。实证分析结果表明:年龄包容性氛围通过情感承诺正向影响年长公务员的主动工作行为;主动性人格负向调节情感承诺的中介效应。研究结果为政府部门在人口老龄化背景下如何激发年长公务员的主动工作行为提供了启示。
The proactive work behavior of civil servants is of great significance for enhancing the national governance effectiveness.With the accelerating population aging in the labor force and the implementation of the policy of delaying retirement in China,older civil servants are gradually becoming an important force in public organizations.How to deeply tap the value of older civil servants and motivate their initiative has become a focal issue that the academic community needs to address at present.Based on the social exchange theory,this study conducts a three-wave survey on 493 respondents to examine whether and how the ageinclusive climate affects older civil servants’proactive work behavior.The empirical analysis results indicate that the age-inclusive climate has a positive impact on the older civil servants’proactive work behavior via affective commitment,proactive personality negatively moderates the mediating effect of emotional commitment.The findings provide valuable insights for public organizations on how to stimulate the proactive work behavior of older civil servants in the context of an aging labor force.
