摘要
本研究围绕城镇燃气行业职业技能等级认定机构的建设现状与优化路径展开研究,系统梳理综述中央和地方职业技能等级认定机构等相关政策的演进脉络,聚焦燃气储运工、燃气供应服务员、燃气具安装维修工等3个城镇燃气行业主要职业(工种),对全国备案的职业技能等级认定机构开展统计分析。研究发现,当前我国城镇燃气行业职业技能等级认定机构建设已初步实现从初级工至首席技师的职业技能等级覆盖,但仍存在认定机构数量不足、区域分布不够均衡及高技能人才评价能力相对薄弱等问题。研究进一步从政策协同、区域协调、体系优化等方面提出优化建议,包括建立动态职业目录更新机制、加强中西部机构布局、推动“新八级工”制度落地、促进职业技能等级与安全监管协同等,以实现行业人才队伍建设与安全管理水平的良性互动。
This study investigated the construction status and optimization pathways for vocational skill level certification institutions in the urban gas industry.It systematically reviewed the evolution of relevant policies at both central and local levels regarding vocational skill level certification institutions.Focusing on three key occupations(job types)in the urban gas industry,namely gas storage and transportation workers,gas supply attendants,and gas appliance installation and maintenance workers,the study conducted a statistical analysis of nationally registered vocational skill level certification institutions.The findings reveal that the construction of such institutions in China’s urban gas industry has initially achieved coverage of vocational skill levels from junior workers to chief technicians.However,issues persist,including an insufficient number of certification institutions,uneven regional distribution,and relatively weak capacity for evaluating high-skilled personnel.The study further proposes optimization recommendations in areas such as policy coordination,regional balance,and system improvement.These include establishing a dynamic updating mechanism for the occupational catalog,strengthening institutional layout in central and western regions,promoting the implementation of the“new eight-level worker”system,and fostering synergy between vocational skill levels and safety supervision.The aim is to achieve a positive interaction between talent development in the industry and the enhancement of safety management standards.
