摘要
交通运输“双碳”工作要求对碳排放相关基础数据进行有效监测,本研究从交通运输口径、分析尺度、活动过程、碳相关指标等角度,提出涵盖交通运输9口径、政府侧企业侧宏微观尺度、基础设施建设运营过程、碳排放总量强度以及新能源交通工具、补能设施等监测要素的全口径、全尺度、全过程、全要素“四全”碳监测体系构建思路,推进行业绿色低碳发展,加强“十五五”期间碳排放双控,支撑交通运输“双碳”目标实现。
The work of"double carbon"in transportation requires effective monitoring of basic data related to carbon emissions.This study is conducted from the perspectives of transportation field,analysis scale,activity process,carbon related indicators,etc.The idea of building a"four-complete"carbon monitoring system is advocated to cover the 9 transportation fields,macro government-side and micro enterprise-side scale,infrastructure construction and operation process,total carbon emission and intensity,as well as the basic monitoring elements of new energy transportation vehicles and supplementary energy facilities,promoting the green and low-carbon development of the industry,strengthening the dual control of carbon emissions during the"15th Five-Year Plan"period and supporting the"double carbon"goal of transport.
