摘要
农业水价综合改革及投融资机制创新是推进大型灌区节水改造的重要手段。文章以社会资本融资为着力点,概化投融资边界条件,采用正交试验设计工况,开展理论推导并编程计算,拟合建立了以财务净现值、内部收益率、静态投资回收期为因变量,以社会资本投资比例、运营期收入、运营期支出为自变量的投融资测算模型。模型分析结果表明,农业水价综合改革执行率100%,建议社会出资比例为5%~15%,财政补贴收入为0时,内部收益率为1.5%~10.3%;财政补贴收入为总水价收入的10%~15%时,内部收益率为5.4%~15.6%。此模型可为湖南省和其他地区大型灌区节水改造投融资方案设计及评估提供参考。
Comprehensive reform of agricultural water pricing and innovation in investment and financing mechanisms are essential measures to advance water-saving renovation in large-scale irrigation districts.Focusing on the introduction of social capital,this study defines the boundary conditions for investment and financing,employs orthogonal experimental design for scenario simulation,and conducts theoretical derivation and programming calculations to develop a predictive model.The model uses financial net present value(NPV),internal rate of return(IRR),and payback period as dependent variables,with the proportion of social capital contribution,operating income,and operating expenditure as independent variables.The results indicate that under a 100%implementation rate of agricultural water pricing reform,with no fiscal subsidy,an optimal social capital contribution ratio of 5%~15%yields an IRR of 1.5%~10.3%.When fiscal subsidies account for 10%~15%of total water price revenue,the IRR increases to 5.4%~15.6%.This model provides a practical reference for the design and evaluation of investment and financing strategies for water-saving renovation projects in Hunan Province and similar regions.
