摘要
2021年以来,泸溪县全面推行林长制。聚焦组织体系构建、制度体系完善、协同联动机制健全及“林长+”模式创新四大维度开展实践探索;总结了构建党政同责长效机制、提升基层林业治理效能、强化森林资源管护力度、加快林业富民惠农步伐等方面取得的成绩;森林覆盖率由“十二五”时期的56.08%提升至“十四五”时期的58.27%,10年增幅为2.19%。针对推行过程中暴露出的体制机制运行不畅、基层履职能力薄弱、护林员选聘及履职管理待优化、林业产业发展路径单一等短板,从健全工作机制、提升治理能力、巩固基层队伍、拓宽产业增收途径4个方面提出优化路径。泸溪县林长制实践推动县域森林资源增量提质,实现“出门见绿、开窗即景”的生态建设目标,以期为同类县域林业生态高质量发展提供可借鉴的实践样本。
Since 2021,Luxi County has fully implemented the forest chief system.A practical exploration has be carried out focusing on four major dimensions:the construction of organizational systems,the improvement of institutional systems,the perfection of collaborative linkage mechanisms,and the innovation of the"forest chief+"model.The achievements made in establishing a long-term mechanism of shared responsibility between the party and the government,enhancing the efficiency of grassroots forestry governance,strengthening the management and protection of forest resources,and accelerating the pace of enriching the people and benefiting farmers through forestry have been summarized.The forest coverage rate rose from 56.08%during the 12th Five-Year Plan period to 58.27%during the 14th Five-Year Plan period,with a ten-year increase of 2.19%.In response to the shortcomings exposed during the implementation process,such as the unsmooth operation of the institutional mechanisms,weak grassroots performance capabilities,the need for optimization in the selection and management of forest rangers,and the narrow development path of the forestry industry,optimization paths are proposed from four aspects:improving the working mechanism,enhancing governance capabilities,consolidating the grassroots team,and broadening the channels for increasing industrial income.The practice of the forest chief system in Luxi County has promoted the increase and improvement of forest resources in the county,achieving the ecological construction goal of"seeing greenery when going out and enjoying a beautiful view when opening a window",with the aim of providing a practical sample for the high-quality development of forestry ecology in similar counties.
