摘要
面向老年人群体提供完善的普惠型养老服务,不仅能带动老年人群体消费,补上老龄产业的缺口,还能提升全社会市场经济的活力,实现老龄社会治理体系和治理能力的现代化。普惠型养老服务发展应厘清现实逻辑、实践逻辑和策略逻辑三重逻辑之间的关系,以普惠和共同责任为基础,政府主导,提升养老服务机构供给能力,发展普惠型养老金融服务,健全相关法律法规,以期持续提高全社会供给普惠型养老服务的能力。
Providing comprehensive inclusive elderly care services to the elderly population not only drives their consumption and fills the gap in the aging industry,but also enhances the vitality of the entire market economy,achieves modernization of the aging social governance system and governance capacity.The development of inclusive elderly care services should clarify the relationship amonng the three logics of reality,practice,and strategy.basing on inclusive and sharing responsibility,the government should take the lead,enhance the supply capacity of elderly care service institutions,develop inclusive elderly care financial services,improve relevant laws and regulations,in order to continuously improve the ability of the whole society to provide inclusive elderly care services.
