安置小区物业社会化管理的困境与推进路径——以浙江省舟山市新城安置小区为例

摘要 城市安置小区物业社会化管理面临的现实困境主要涉及到两个层面的问题,即业主层面的问题和物业服务企业层面的问题。推进安置小区物业社会化管理,一是要着眼于解决安置小区业主消费意识不强,重点是要提高业主的认知水平与业委会的履职能力;二是要解决物业服务企业运营困难,重点是要解决历史遗留问题、保障物业服务企业运营经费、平衡业主满意度与物业服务企业盈利率。 The practical difficulties faced by the socialized management of property services in urban resettlement communities mainly involve problems at two levels:those at the owner level and those at the property service enterprise level.To promote the socialized management of property services in resettlement communities,first,we should focus on addressing the weak consumption awareness of the owners in resettlement communities,with the key being to improve the owners'cognitive level and the performance capacity of the owners'committee;second,we need to solve the operational difficulties of property service enterprises,with the focus on resolving long-standing issues,ensuring the operating funds of property service enterprises,and balancing the owners'satisfaction and the profit rate of property service enterprises.
