摘要
数字新基建与农业深度融合能够为农业新质生产力发展注入新动能。从内在机理看,数字新基建通过赋能农业生产力要素变革、驱动农业全产业链发展、助力农业生产力系统优化和促进农业生产组织形式优化与系统互动等渠道赋能农业新质生产力发展。但当前数字新基建在驱动农业新质生产力发展中面临农村数字基础设施建设有待加强、农业数字新基建资金投入有待强化、数字技术与农业产业融合复杂度高、农村数字人才短缺与部分农民数字素养有待提高、农业生产数据安全保护有待加强、政策精度与部门协同有待提升与强化等问题。为此,应加快农村数字基础设施建设升级、优化农业数字化转型投融资机制、强化适用技术研发及标准体系建设、加强数字农业人才培育与引进、强化农业数据安全与隐私保护、完善政策支持与协同治理机制,破解数字新基建驱动农业新质生产力发展的现实阻碍,推动农业产业高质量发展。
The in-depth integration of digital new infrastructure and agriculture can inject new impetus into the development of agricultural new quality productivity.From the perspective of internal mechanism,digital new infrastructure empowers the development of agricultural new quality productivity through channels such as enabling the transformation of agricultural productivity factors,driving the development of the entire agricultural industry chain,facilitating the optimization of the agricultural productivity system,and promoting the optimization of agricultural production organization forms and systematic interaction.However,at present,digital new infrastructure faces a series of challenges in driving the development of agricultural new quality productivity,including the need for further improvement in the construction of rural digital infrastructure and greater investment in agricultural digital new infrastructure,the high complexity of integration between digital technology and the agricultural industry;a shortage of rural digital talents and inadequate digital literacy among some farmers,the need to strengthen the protection of agricultural production data security;and the requirement for further improvement and enhancement in policy precision and inter-departmental coordination.To address these issues,it is necessary to accelerate the construction and upgrading of rural digital infrastructure,optimize the investment and financing mechanism for agricultural digital transformation,enhance the R&D of applicable technologies and the development of standard systems,strengthen the cultivation and introduction of digital agriculture talents,reinforce the security and privacy protection of agricultural data,and improve the policy support and collaborative governance mechanism,thereby addressing the practical barriers hindering the development of agricultural new quality productivity driven by digital new infrastructure and promote the high-quality development of the agricultural industry.
