摘要
在全球化背景下,国际民间科技交流作为政府科技交流的补充和延伸,对推动科技创新,促进和平发展具有重要意义。我国是人口老龄化程度比较高的国家之一,开发老年人力资源,特别是人数众多、经验丰富的老科技工作者资源,能够有效应对人口老龄化、增进国际合作、推动科技交流发展。本文以老科技工作者这一主体为研究对象,通过问卷调查,分析其参与国际民间科技交流的现状,发现存在制度层面的政策保障挑战、组织层面的沟通协作与资源整合挑战、个体层面的认知能力与适应性挑战、外部环境层面的学术壁垒及相关挑战等问题。针对上述问题,提出了推进政策落实与制度化保障、构建协同型组织联动机制、深化知识赋能与价值认同、营造开放包容的科技合作生态等对策建议,为进一步发挥老科技工作者国际价值提供理论支撑与实践参考。
In the context of globalization,international non-governmental science and technology exchanges,as a supplement and extension of governmental science and technology exchanges,play a significant role in promoting scientific and technological innovation and advancing peaceful development.China is one of the countries with a relatively high degree of population aging.Developing elderly human resources,especially the large number of experienced senior scientists and technicians,can effectively address population aging,enhance international cooperation,and promote science and technology exchange and development.This paper,starting with the subject of senior scientists and technicians,analyzes their current status in assisting international non-governmental science and technology exchanges through questionnaire surveys.This paper identifies challenges at the policy level in policy safeguards,at the organizational level in communication,collaboration,and resource integration,at the individual level in cognitive ability and adaptability,and at the external environment level in academic barriers and related issues.In response to these problems,this paper proposes countermeasures and suggestions,including promoting policy implementation and institutionalized guarantees,building a collaborative organizational linkage mechanism,deepening knowledge empowerment and value identification,and creating an open and inclusive science and technology cooperation ecosystem.These suggestions provide theoretical support and practical reference for further leveraging the international value of senior scientists and technicians.
