摘要
目的分析医院临床科室科研效率,为优化医院科研资源配置,提高科技创新效率提供依据。方法以宁夏回族自治区某三级甲等公立医院44个临床科室(其中15个科室为院内重点学科)为研究对象,通过参考相关政策文献,结合医院实际情况,制定临床科室科研投入与产出评价指标;运用超效率数据包络分析(DEA)和Malmquist指数模型,分析2021—2024年该院临床科室科研效率的静态发展情况及动态变化趋势。结果从科研效率静态评价来看,该院临床科室整体科研综合效率为2.180,纯技术效率为2.454,规模效率为0.888;44个科室的综合效率和纯技术效率均>1.000,29个科室的规模效率<1.000;7个重点学科的综合效率排名位居全院前10。从科研效率动态评价来看,临床科室整体全要素生产率为1.106,年均增长10.6%,该增长主要得益于技术进步变化(8.7%)的贡献。34个科室(含13个重点学科)的全要素生产率>1.000,31个科室技术进步变化>1.000,27个科室纯技术效率变化>1.000,12个科室规模效率变化>1.000。4个重点学科的全要素生产率排名位居全院前10。结论某院临床科室科研效率整体良好,技术进步是其主要驱动因素,但规模效率不足制约了效率的进一步提升;部分重点学科的科研效率还需稳步提升。建议医院以促进科研成果转化为导向,优化科研路径,精准匹配科研资源与临床需求,全面提升临床科研效率。
Objective To analyze the research efficiency of clinical departments,so as to provide references for optimizing the allocation of hospital research resources and enhancing the efficiency of scientific and technological innovation.Methods Taking 44 clinical departments(including 15 key disciplines)of a grade-A tertiary public hospital in Ningxia Hui Autonomous Region as the research subjects,clinical research input and output evaluation indexes were established by referencing relevant literature and integrating the hospital′s actual conditions.Using super-efficiency data envelopment analysis and the Malmquist index model,the static development and dynamic trends of the research efficiency for the hospital′s clinical departments from 2021 to 2024 were analyzed.ResultsFrom the static evaluation of research efficiency,the overall comprehensive research efficiency of the hospital′s clinical departments was 2.180,with a pure technical efficiency of 2.454 and a scale efficiency of 0.888.Among the 44 departments,both comprehensive efficiency and pure technical efficiency exceeded 1.000,while 29 departments had scale efficiencies below 1.000.The comprehensive research efficiency of seven key disciplines ranked among the top 10 departments in the hospital.From the perspective of dynamic evaluation of research efficiency,the overall total factor productivity(TFP)of clinical departments was 1.106,with an average annual growth rate of 10.6%.This growth was primarily driven by contributions from technological progress(8.7%).The TFPs of 34 departments(including 13 key disciplines)were>1.000,the technical progress changes of 31 departments were>1.000,the puretechnical efficiency changes of 27 departments were>1.000,and the scale efficiency changes of 12 departments were>1.000.Four key disciplines ranked among the top 10 in the hospital.Conclusions The overall research efficiency of clinical departments in a certain hospital was satisfactory,with technological advancement serving as the primary driver.However,insufficient economies of scale constrained further efficiency gains,and research productivity in certain key disciplines required steady improvement.It was recommended that the hospital prioritize facilitating the translation of research outcomes,optimize research pathways,precisely align research resources with clinical needs to comprehensively enhance the clinical research efficiency.
