摘要
健全“三治融合”的乡村治理体系与构建乡村治理共同体是新时代乡村治理理论与实践层面的重要议题。“三治融合”的乡村治理体系与乡村治理共同体分别构成中国式乡村治理现代化的制度性实践与价值性目标,二者于中国式乡村治理现代化进程中高度联结,在目标协同性、主体同构性与机制互补性等维度高度耦合,呈现出相辅相成、协同互构的实践逻辑。“三治融合”治理体系中的自治、法治、德治通过赋权基层主体、重塑规则权威、整合文化资源,分层次推动构建“行动—规则—价值”相嵌套的乡村治理共同体。乡村治理共同体通过党建引领凝聚“三治”合力、要素创新强化“三治”载体、技术赋能拓展“三治”外延,促进、推动“三治融合”治理体系的适应性发展。
Improving the rural governance system characterized by the“Three Governances Fusion”and building a rural governance community constitute important theoretical and practical topics in rural governance in the new era.The“Three Governances Fusion”rural governance system and the rural governance community respectively represent the institutional practice and the value-oriented goal of the modernization of rural governance with Chinese characteristics.Throughout the process of such modernization,the two are closely interconnected and highly coupled in terms of goal synergy,structural congruence of subjects,and complementarity of mechanisms,thereby exhibiting a practical logic of mutual reinforcement and synergistic co-construction.Within the governance system of the“Three Governances Fusion,”self-governance,rule of law,and moral governance promote,at different levels,the construction of a rural governance community characterized by the nested alignment of“action–rules–values”through empowering grassroots actors,reshaping the authority of rules,and integrating cultural resources.In turn,the rural governance community consolidates the combined force of the three forms of governance through Party building–led guidance,strengthens their institutional carriers through factor innovation,and expands their scope through technological empowerment,thereby reversely promoting the adaptive development of the“Three Governances Fusion”system.
