摘要
实现乡村公共文化高质量发展是促进城乡一体化发展、推进乡村振兴战略与扎实推进文化强国建设的重要举措。以B市“乡村夜校”为例进行分析,依据共同生产理论,可建构乡村公共文化高质量发展的解释性框架,并阐释其运行机制与实践逻辑。实现乡村公共文化高质量发展的实践过程呈现出党建引领共同生产的特征,即在党的引领下,通过主体协同、需求对接、规则约束等机制,缔造乡村公共文化的共同生产网络,实现乡村公共文化有序、高质量供给。党建引领共同生产机制内蕴主体共建、资源共治、价值共享三重实践逻辑,本质是在党的领导下通过建构“一核多元”的主体共建机制整合乡村治理资源,推动乡村公共文化精准高效供给,实现价值共享目标,不断推动乡村公共文化高质量发展。
Achieving high-quality development of rural public culture is a crucial measure for promoting integrated urbanrural development,advancing the rural revitalization strategy,and solidly building a cultural power.Taking the"Rural Night School"in City B as an example,this paper analyzes the phenomenon and constructs an explanatory framework for the high-quality development of rural public culture based on the theory of co-production.It elucidates the operational mechanism and practical logic of this framework.The practical process of achieving high-quality development of rural public culture demonstrates the characteristics of party building leading co-production,i.e.,under the leadership of the Party,through mechanisms such as subject coordination,demand alignment,and rule constraints,a co-production network of rural public culture is established,realizing the orderly and high-quality supply of rural public culture.The mechanism of party building leading coproduction embodies three practical logics:subject co-construction,resource co-governance,and value sharing.Essentially,under the leadership of the Party,it integrates rural governance resources by constructing a"one core,multiple entities"subject co-construction mechanism,promotes precise and efficient supply of rural public culture,and achieves the goal of value sharing,providing beneficial insights for achieving high-quality development of rural public culture.
