摘要
数字技术正深刻重塑基层治理样态,但不少地方基层数字治理平台存在形式创新而效能不足的空转困境。既有研究忽视了多元治理机制间互动关系对治理成效的深层影响。研究基于“结构—过程—功能”维度构建机制耦合分析框架,并以G省Y县“数字门牌”为例,系统阐释基层数字治理困境的生成逻辑。研究发现,行政、市场与社群在互动中的结构失调、过程失序与功能失衡,导致整体性的机制耦合缺失,进而使基层数字治理陷入困境。研究提出,破解困境的关键路径在于通过元治理重构政府角色,推动三类机制在结构层面实现优势互补、在过程层面达成协同有序、在功能层面走向价值共创,从而实现充分且有效的机制耦合。研究深化了数字治理困境的生成逻辑分析,也为基层数字治理创新提供了新的理论支持与实践启示。
Digital technology is profoundly reshaping grassroots governance.However,grassroots dgital governance platforms widely encounter the"idling"dilemma,characterized by formal innovation lacking substantive efficacy.While existing literature focuses on single actors or inter-actor relationships,it often overlooks the profound impact of interactions among multiple governance mechanisms.Constructing a"structureprocess-function"analytical framework of mechanism coupling,this study utilizes the"Digital Nameplate"case in Y County,G Province,to explicate the generative logic of this dilemma.Findings indicate that structural misalignment,process disorder,and functional imbalance among administrative,market,and community mechanisms result in a systemic absence of mechanism coupling,thereby entrapping grassroots digital governance.The study proposes that resolving this dilemma requires reconstructing the government's role via meta-governance to foster structural complementarity,process synergy,and functional value co-creation.This research offers deeper theoretical insights and practical implications for digital governance innovation.
