摘要
党的二十届四中全会做出“加快农业农村现代化,扎实推进乡村全面振兴”的战略部署,强调统筹发展“四个农业”即“科技农业、绿色农业、质量农业、品牌农业”。数智技术有利于激活农业科技创新力,打通生态农业价值转化路径,强化农产品全链条管控,拓宽品牌传播并塑造可信形象,助力品牌农业优质优价,为一体推进“四个农业”融合发展提供新动能。当前,在数智化技术应用方面还存在“卡脖子”与转化不畅、生产主体数智化适配能力不足、配套制度与协同缺位、投入成本与回报失衡等多重困境。为此,要筑牢自主创新根基,畅通成果转化链路;分层提升适配能力,构建协同发展生态;健全标准体系,完善协同机制;优化成本结构,健全回报机制。
The Fourth Plenary Session of the 20th CPC Central Committee has made the strategic deployment of"accelerating agricultural and rural modernization and taking solid steps to advance all-around rural revitalization",emphasizing the integrated development of the"Four Types of Agriculture",namely,technology-driven agriculture,green agriculture,quality agriculture,and brand agriculture.Digital intelligence technologies contribute to activating the innovation capacity of agricultural science and technology,unblocking the value transformation path of eco-friendly agriculture,strengthening the whole-chain supervision of agricultural products,expanding brand communication and shaping credible images,and supporting the"high-quality for high-price"model of brand agriculture.These technologies provide new momentum for promoting the integrated development of the"Four Types of Agriculture".Currently,the application of digital intelligence technologies faces multiple predicaments,including choke-point technologies and poor transformation efficiency,insufficient digital adaptability of production entities,lack of supporting systems and coordination mechanisms,and an imbalance between input costs and returns.To address these issues,it is essential to consolidate the foundation of independent innovation and smooth the channel for achievement transformation,improve adaptive capabilities in a hierarchical manner and build a collaborative development ecosystem,improve the standard system and optimize coordination mechanisms,and adjust the cost structure and refine the return mechanism.
