摘要
作为推动职业教育与区域产业深度融合的关键载体,市域产教联合体亟待从大规模建立阶段转入实体化运行全面落地、机制完善的深化阶段。市域产教联合体实体化运行旨在通过制度确立与机制协同,实现职业教育与区域产业的功能共生与持续演化。基于五维分析框架构建,职业教育市域产教联合体运行逻辑可概括为:以法人合法性奠定组织独立的制度根基,确立权责边界与主体资格;以结构独立性保障组织体系的稳定运作与职能延续;以制度嵌入性构筑规则体系的内生秩序与行为约束;以资源流动性激发要素协同与运行活力;以协同生成性实现机制自生与价值共创的持续循环。五维逻辑相互嵌套,形成从制度确立、结构稳固到机制演化的整体路径,揭示了市域产教联合体由“现实存在”向“实体运作”转化的内在机制,为深化产教融合提供一定启示。
As a key vehicle for promoting the deep integration of vocational education and regional industries,municipal industry-education consortium urgently need to transition from a phase of large-scale establishment to a deepening stage characterized by the comprehensive implementation of entity-based op-erations and the refinement of mechanisms.The substantive operation of the municipal industry-education consortium aims to achieve functional symbiosis and sustainable evolution between vocational education and regional industries through institutional establishment and mechanism coordination.Based on a five-di-mensional analysis framework,the operational logic of the vocational education municipal industry-educa-tion consortium can be summarized as follows:establishing the institutional foundation of organizational independence with Legal entity legitimacy,establishing boundaries of authority and subject qualifications,and guaranteeing the stable operation and functional continuation of the organizational system with struc-tural independence;institutional embedding builds the internal order and behavioural constraints of the sys-tem of rules;resource mobility stimulates factor synergy and operational vitality;and achieve a continuous cycle of mechanism self-reliance and value co-creation through synergy.The five-dimensional logics are nested with each other,forming a holistic path from institution establishment and structural stability to insti-tutional evolution,revealing that municipal industry-education integration have gone from"real existence"to"operational entity".The internal mechanism of transformation provides certain insights for deepening the integration of industry and education.
