摘要
农村文化基础设施是村民参与文化生活、就近享受文化服务的重要场所,在优化人居环境、推动乡风文明、实现乡村文化振兴方面发挥着重要作用。但当前农村文化基础设施的服务效能面临资金投入不足与使用机制不畅、宣传不足与供需结构性错位、资源闲置与管理维护缺失、监督管理缺位与村民参与不足等困境,应当针对性采取强化资源整合与设施提质,推动人才培育与服务供给优化,建立制度保障与专业运营体系,构建多元监督与村民参与机制等举措逐步提升农村文化基础设施服务效能。
The rural cultural infrastructure serves as an important venue for villagers to participate in cultural activities and enjoy cultural services in the vicinity.It has played a major role in optimizing the living environment,promoting rural civilization,and achieving cultural revitalization in rural areas.However,the efficiency of service delivery in rural cultural infrastructure currently faces several practical difficulties,such as limited funding investment and impeded functioning of utilization mechanism;insufficient efforts of publicity and structural imbalance of supply and demand;high levels of resource idleness and lack of routine management and maintenance;and absence of daily supervision and inadequate engagement of rural residents.Therefore,targeted measures should be taken to gradually improve the efficiency of rural cultural infrastructure services,including strengthening resource integration and facility quality improvement,promoting talent cultivation and service delivery optimization,establishing institutional safeguards and professional operational systems,and constructing multi-stakeholder oversight mechanism with active involvement of rural residents.
