摘要
随着信息技术的发展,互联网日益成为意识形态斗争前沿阵地,加强网络意识形态安全风险防控至关重要。面对意识形态在网络时代呈现出来的政治解构风险、价值异化风险、文化替代风险、社会撕裂风险、治理失范风险和技术失控风险,深入剖析网络意识形态安全风险生成的外部动因、经济动因、社会动因、技术动因、治理动因,有助于从根源上把握风险本质。在网络意识形态风险防控的实践中,需要从顶层设计、法治建设、技术支撑、多元共治和根本制度等层面入手,制定更为精准的防范策略,从而有效防范网络意识形态风险。
As information technology advances,the Internet is increasingly at the forefront of ideological struggles,making it critical to strengthen the control and prevention of cyber-ideological security risks.Ideological risks in the digital age manifest themselves in political deconstruction,value alienation,cultural substitution,social fragmentation,governance anomie,and technological runaway.An in-depth analysis on the external,economic,social,technological,and governing drivers that lead to these risks is conductive to the understanding of the essence of these risks at their root.In the practice of controlling and preventing cyber-ideological security risks,there is a need to address the issue at multiple levels,including top-level design,rule-of-law development,technical support,multi-stakeholder governance,and fundamental systems.More precise prevention strategies should be developed to effectively guard against cyber-ideological risks.
