摘要
全面推进乡村振兴是一项核心在于补足农业农村发展短板、促进城乡协调发展、解决区域不平衡发展问题的重要国家战略。因此,乡规民约作为一种经过实践检验、基层社会治理有效形式,发挥着不可替代的重要作用。该文通过梳理全面推进乡村振兴背景下乡规民约的底层逻辑、现实困境、作用机制,提出完善乡规民约制度的实践路径。研究发现,乡规民约在乡村治理、文化传承、秩序维护和人际关系调节等方面具有重要作用,其有效发挥能为乡村振兴提供制度保障和文化支撑。
Comprehensively promoting rural revitalization is an important national strategy whose core is to make up for the shortcomings of agricultural and rural development,promote coordinated development of urban and rural areas,and solve the problem of unbalanced regional development.Therefore,rural regulations and regulations,as an effective form of grassroots social governance that has been tested in practice,play an irreplaceable and important role.By sorting out the underlying logic,practical dilemmas,and functional mechanisms of rural rules and regulations in the context of comprehensively promoting rural revitalization,this article proposes practical paths to improve the rural rules and regulations system.Research found that rural rules and regulations play an important role in rural governance,cultural inheritance,order maintenance,and interpersonal relationship adjustment,and their effective performance can provide institutional guarantees and cultural support for rural revitalization.
