我国海洋科技投入产出效率及影响因素研究——基于Malmquist指数和变系数面板模型

Research on Input and Output Efficiency and Influencing Factors of Marine Science and Technology in China:Based on Malmquist Index and Variable Coefficient Panel Model

摘要 以2016—2022年我国11个沿海省份的面板数据为基础,通过Malmquist指数模型和变系数面板模型对我国海洋科技投入产出的效率和影响因素进行实证分析。结果表明:我国海洋科技投入产出效率总体呈现增长态势,空间差异趋于缩小,但仍存在较大差距;海洋科技创新全要素生产率驱动因素的空间分布由低水平不均衡向高水平均衡演进,技术进步是推动全要素生产率增长的主要原因;海洋产业结构、海洋经济发展水平等外部因素对海洋科技投入产出效率的推动作用更为显著。最后从推动产业结构优化升级、完善海洋科技管理机制、加强区域间海洋科研机构协同合作三方面提出对策建议。 Based on panel data of 11 coastal provinces and cities in China from 2016 to 2022,this paper empirically analyzes the input and output efficiency and influencing factors of marine science and technology in China through Malmquist index model and variable coefficient panel model.The results show that the input and output efficiency of China’s marine science and technology shows an overall growth trend,and the spatial differences tend to narrow,but there is still a large gap;the spatial distribution of the total factor productivity drivers of marine science and technology innovation has evolved from a low level of imbalance to a high level of equilibrium,and technological progress is the main reason for promoting the growth of total factor productivity;the external factors such as the structure of the marine industry and the level of development of the marine economy play a more significant role in promoting the efficiency of marine science and technology inputs and outputs.Finally,it proposes countermeasures from the aspects of promoting the optimization and upgrading of industrial structures,improving marine science and technology management mechanisms,and strengthening inter-regional marine research institutions synergistic cooperation.
