摘要
在技术治理的视域中,主要有三种对工程师社会地位的既有理解:“工程师革命论”主张工程师领导社会,“工程师反叛论”强调工程师追求阶级自觉,“工程师工具论”认为工程师只是掌权者的工具。不同于上述观点,中国工程师以“为国服务”为核心意识形态,极为重视社会责任,可称之为中国特色的“工程师服务论”。同时,为防范技术治理社会中工程师治理权过度扩张,必须对其进行再治理。这需要加强工程哲学研究,强化对工程师尤其是工科大学生的工程伦理教育,以制度方法对工程师越轨行为进行侦测和纠错,特别是要关注特殊的社会工程师治理权问题。
In the perspective of technological governance,there are three existing understandings of engineers'social status:"engineer revolution theory"advocates that engineers lead society,"engineer rebellion theory"emphasizes engineers'pursuit of class consciousness,and"engineer toolism"believes that engineers are merely tools of those in power.Different from the above viewpoints,Chinese engineers take"serving the country"as their core ideology and attach great importance to social responsibility,which can be called the"engineer service theory"with Chinese characteristics.Meanwhile,to prevent the excessive expansion of engineers'governance power in a technocratic society,re-governance must be implemented.This requires strengthening the study of engineering philosophy,enhancing engineering ethics education for engineers,especially engineering students,detecting and correcting engineers'deviant behavior through institutional methods,and paying special attention to special issues of social engineers'governance power.
