摘要
新一轮科技革命和产业变革迅猛发展,未来产业成为全球竞争的战略新焦点,各国纷纷前瞻布局未来产业重点领域,出台一系列政策举措,推进未来产业研发创新,加快培育未来产业。目前,学术界关于未来产业研发创新组织模式的研究较为薄弱,面向未来产业培育的顶层设计、资源配置和组织模式亟需开展深入研究。①通过分析美国针对未来产业整体布局及量子信息、人工智能、先进制造等重点领域出台的政策文本内容,研究美国对未来产业的领域布局和政策举措;②通过跟踪分析美国未来产业领域有关国家科技计划的统筹部署及各有关部门组织实施的具体举措,揭示美国推进未来产业研发创新的组织模式及其主要特征;③从多部门协调和管理机制、体系化布局、全链条融合创新等方面提出对我国布局和培育未来产业的政策启示。
Amidst the ongoing technological revolution and industrial transformation,the Industries of the Future(IoTF)have emerged as a central focus of global competition.Countries worldwide have progressively increased their R&D investments in IoTF and implemented a range of policy measures to advance the R&D and innovation of IoTF.Currently,there is a notable gap in academic research regarding the top-level design,resource allocation,and organizational patterns of the R&D and innovation of IoTF in developed nations.This paper first examines the U.S.policy framework of promoting R&D and innovation of IoTF by analyzing policy documents related to the overall strategy for IoTF,including key areas such as quantum information,artificial intelligence,and advanced manufacturing.Subsequently,this paper reveals the management and implementation patterns for promoting R&D and innovation of IoTF,along with their main features,by tracking and analyzing the implementation progress of the U.S.National Science and Technology plan and the specific measures undertaken by the federal government.Finally,this paper proposes policy implications for China across four dimensions:multi-departmental coordination and management mechanisms,systematic planning,convergence innovation,and regionally differentiated strategies.
