摘要
健全新型举国体制,推动实现高水平科技自立自强,是党中央做出的重大决策部署。针对国防科技创新的具体特点,在梳理新型举国体制推动国防科技攻关一般流程基础上,从逻辑上将支撑新型举国体制任务实施的相关因素概括为“定事”“定人”推动“人-事结合”等3个有机统一的关键环节,提出面向“三圈互动”的新型举国体制逻辑架构。针对市场经济条件下新型举国体制实施存在的“创新分散”现象,构建了涵盖决策指挥、组织实施、任务推进、应用牵引4个层次的国防科技攻关新型举国体制任务实施“锚形”组织体系,研究了基于“政治动员+行政科层+合同契约”的国防科技举国攻关多元主体动员模式,为提高国防科技协作规模效应和攻关能力提供了理论支撑。
Improving the new national system and achieving high-level technological self-improvement is a major decision made by the Central Committee of the Communist Party of China.This article focuses on the characteristics of national defense technology,based on the study of the general process of the new national system,the relevant factors supporting the implementation of the new national system are logically summarized as three key elements:determining events,determining forces,and the combination of forces and events.A three circle interaction logical architecture of the new national defense technology research system is proposed.In response to the phenomenon of scattered innovation in the market economy,a new national system implementation anchor shaped organizational structure covering four dimensions:decision-making,organizational implementation,task promotion,and application traction has been constructed.A subject mobilization model based on political mobilization,administrative hierarchy,and contract has been studied,providing theoretical support for improving the scale effect and research capabilities of national defense science and technology cooperation.
