光伏储能一体化项目的资源配置优化与综合效益评估

摘要 光伏储能一体化项目是新能源产业核心发展方向,资源配置合理性直接决定项目综合效益。本文采用德尔菲法,邀请20名行业专家识别出6类核心资源配置问题并量化其影响程度;进而从多维度提出资源配置优化路径,同步构建“经济-技术-环境”三维综合效益评估体系,明确指标权重、评估方法与实操流程,为项目全周期高质量推进提供系统且可落地的实操指导。 Integrated photovoltaic (PV)-storage projects represent a core development direction of the new energy industry, and the rationality of resource allocation directly determines their comprehensive benefits. This paper adopts the Delphi method and invites 20 industry experts to identify six categories of key resource allocation issues and quantify their impact. It further proposes multi-dimensional pathways for resource allocation optimization and simultaneously develops a three-dimensional comprehensive benefit evaluation framework, covering economic, technical, and environmental dimensions, clarifying indicator weights, evaluation methods, and practical implementation procedures. The study provides systematic and actionable guidance for high-quality, full life-cycle project delivery.
