摘要
随着北极治理问题日益复杂,现行治理机制在权责分配、治理成效、议题设置等方面暴露出明显不足,碎片化治理现状已无法满足新的治理需求。在此背景下,“全球北极”治理可被视为“全球治理倡议”在北极地区的有效实践,也是推动北极治理体系重建的重要视角与路径。该机制的核心在于构建一个所有“全球北极”国家平等参与、具有法律约束力的规范化治理体系。然而,当前“全球北极”治理在推进过程中仍受制于北极客观环境、与北极国家的制度博弈以及“全球北极”内部的结构性矛盾。为此,亟须通过推动“全球北极”理事会的制度化建设,提升“全球北极”国家集体行动能力,强化国家间对话与合作,从而为破解治理困境提供制度支撑与实践动力。
As issues concerning Arctic governance become increasingly complex,the current governance mechanisms reveal significant shortcomings in areas such as the allocation of rights and responsibilities,governance effectiveness,and agenda-setting.The fragmented governance situation can no longer meet the new demands of governance.Against this backdrop,“Global Arctic”governance can be seen as an effective implementation of“global governance initiatives”in the Arctic region and also serves as an important perspective and pathway for promoting the reconstruction of the Arctic governance system.The core of this mechanism lies in building a standardized governance system in which all“Global Arctic”countries participate equally and that has legal binding force.However,the advancement of“Global Arctic”governance is still constrained by the Arctic's objective environment,institutional games with Arctic states,and internal structural contradictions within the“Global Arctic”.Therefore,it is urgent to promote the institutionalization of the“Global Arctic Council”,enhance the collective action capability of“Global Arctic”countries,and strengthen dialogue and cooperation among nations,thereby providing institutional support and practical momentum for resolving the governance dilemma.
