摘要
公立医院综合改革顺应国家卫生健康事业高质量发展的时代要求。作为医院可持续发展的生力军,青年是医院医教研管各项事业持续创新的重要力量;同样,作为医院建设发展的奠基人,具备丰富工作经验和专业能力的离退休职工也是医院发展的宝贵财富。与其相关的团青工作与老干部工作是公立医院高质量发展的重要组成部分。本文对秦皇岛市第一医院团青工作与离退休工作现状及问题进行综合剖析,在公立医院提质增效视角下,基于共同体理论,提出并建立青老联席会制度,并作为一项优化公立医院内部治理、激活公立医院团青工作及离退休干部工作内生动力的创造性实践,推动医院提质增效,助力青年与离退休工作健康可持续发展。
Comprehensive reform of public hospitals aligns with the requirements of high-quality development in the national health sector.As a vital driving force for sustainable development,young professionals play an important role in continuous innovation across medical care,education,research,and management.Likewise,retired staff members,as founders of hospital development with extensive professional experience and expertise,remain a valuable asset to hospitals.Youth-related work and services for retired staff therefore constitute important components of high-quality development in public hospitals.This paper provides a comprehensive analysis of the current status and existing problems in youth work and retired staff management at First hospital of Qinhuangdao.From the perspective of improving quality and efficiency in public hospitals,and grounded in community theory,a youth–senior joint conference system is proposed and established.As a creative practice to optimize internal governance and stimulate endogenous motivation in youth work and retired staff management,this initiative promotes quality and efficiency improvement in hospitals and supports the healthy and sustainable development of both young professionals and retired staff.
