供需逻辑驱动数字政府涉农事项协同治理:要素、范式与机理

Supply-Demand Logic-Driven Collaborative Governance of Digital Government in Agriculture-Related Affairs:Elements,Paradigms,and Mechanisms

摘要 构建适配“三农”需求的数字政府协同治理环境,是乡村振兴战略实施中的议题。文章以供需均衡逻辑为核心框架,依托区块链分布式架构和数字货币技术支撑,采用理论探讨与实践设计相结合的方法,探究数字政府涉农事项协同治理的多重范式及其运行机理。需求侧主要包含内生型和外源型需求要素,供给侧则主要包含主体、资源和渠道供给要素。通过要素整合,设计SdD、SdS、DdS、DdD等供需逻辑范式,研究数字政府框架下以需求主导逻辑驱动全方位治理、供给主导逻辑驱动优质治理、供需互动逻辑驱动精准治理和供需多维逻辑驱动敏捷治理的运行机理。 Constructing a digital government collaborative governance environment that aligns with the needs of agriculture,rural areas,and farmers is a key issue in implementing the rural revitalization strategy.Taking the logic of supply-demand equilibrium as the core framework and relying on the blockchain's distributed architecture and digital currency technology,this paper employs the combination of theoretical exploration and practical design to investigate the multiple paradigms and operational mechanisms of collaborative governance of digital government in agriculture-related affairs.The demand side primarily includes endogenous and exogenous demand elements,while the supply side mainly involves elements of subject,resource,and channel supply.Through the integration of these elements,the study designs supply-demand logic paradigms such as SdD,SdS,DdS,and DdD and examines the operational mechanisms within the digital government framework,including demand-driven logic for comprehensive governance,supply-driven logic for quality governance,supply-demand interaction logic for precise governance,and multidimensional supply-demand logic for agile governance.
