摘要
由美国国会出资设立的东西方中心是一家主要由政府资助的美国官方智库,其旨在专注美国与亚太地区国家关系,传播美国意识形态并服务美国国家利益和对外政策。东西方中心发起或开展的涉太平洋岛屿国家和地区活动包括设立专门机构关注岛国发展需求,聚焦时代热点发起研究项目,发行新闻报道和各类出版物加强信息传播等。它在美国对太平洋岛国关系中的作用主要可概括为服务美国政府、开展对岛国公共外交和从事相关知识生产,进而致力于建构美国在太平洋岛屿地区的话语权、领导权和霸权。推动我国与太平洋岛国关系进一步发展,智库大有可为,在太平洋岛国知识体系的国际化生产和传播方面,我国智库亟须作为。
The East-West Center is established and mainly funded by the U.S.Congress.As an official think tank of the U.S.,it aims to promote better relations and understanding among the people and nations of the United States,Asia,and the Pacific,to spread American ideology,and to serve U.S.national interests and foreign policy.It initiates and carries out kinds of events and activities concerning Pacific island countries and regions,including establishing the Pacific Islands Development Program,launching amounts of projects and issuing news reports and various publications on pacific islands.East-West Center plays an important role in the relations between the U.S.and pacific island countries,which is mainly reflected in three aspects:serving the U.S.government,carrying out public diplomacy and engaging in the knowledge production of the pacific island countries.To promote a further development of relations between China and Pacific island countries,there is much to do for the Chinese think tanks,especially on the international production and dissemination of knowledge systems of the Pacific island countries.
