“双碳”目标下城市群碳减排与高质量发展的耦合协同机理研究——以环长株潭城市群为例

Research on Coupling Coordination Mechanism of Carbon Emission Reduction and High-Quality Development in Urban Agglomerations Under "Dual Carbon" Goals

摘要 在“双碳”目标引领下,国内城市群如何实现碳减排与高质量发展的耦合协同,已成为推动人与自然和谐发展的重要课题。本文基于2008—2023年面板数据,以环长株潭城市群为研究对象,采用超效率CCR模型和熵值法分别测度城市碳减排与高质量发展水平;构建耦合协调度模型分析碳减排与高质量发展的协同演进特征,并探索两者之间的耦合协同机制。研究发现,从时序特征看,环长株潭城市群碳减排与高质量发展整体耦合协调水平较低且呈小幅波动上升趋势;从空间特征看,区域内部耦合协调水平呈相对稳定和动态变化并存状态;从动力机制看,产业结构升级、环境规制、经济发展水平等驱动因素的影响强度排序较为靠前,其中,产业结构升级是主要影响因素,并能通过与其他要素的交互作用产生协同效应。最后,本文提出了积极推进产业转型升级,稳妥构建新型能源系统,以及动态完善城际合作体制等政策建议。 Under the guidance of"Dual Carbon"goals,how domestic urban agglomerations can achieve the coupling coordination of carbon emission reduction and high-quality development has become an important issue for promoting the harmonious development between humans and nature.Based on the panel data from 2008 to 2023,this paper takes the Changsha-Zhuzhou-Xiangtan urban agglomeration as the research object and adopts the Super-efficiency CCR Model and Entropy Weight Method to measure the urban carbon emission reduction level and high-quality development level respectively.An coupling coordination degree model is established to analyze the synergistic evolution characteristics of carbon emission reduction and high-quality development,and to explore the coupling coordination mechanism between them.Research findings indicate that,from the perspective of temporal characteristics,the overall coupling coordination level of carbon emission reduction and high-quality development in the Changsha-Zhuzhou-Xiangtan urban agglomeration is relatively low and shows a slight fluctuating upward trend.From the perspective of spatial characteristics,the coupling coordination level within the region presents a state of coexistence of relative stability and dynamic changes.From the perspective of the driving mechanism,driving factors such as industrial structure upgrading,environmental regulation,and economic development level rank relatively high in terms of impact intensity.Among them,industrial structure upgrading serves as the primary driving factor and can generate synergistic effects through interaction with other elements.Finally,this paper puts forward the following policy recommendations:actively promoting industrial transformation and upgrading,steadily establishing a new energy system,and dynamically improving the intercity cooperation mechanism.
