摘要
数字赋能治理引发了学界的浓厚兴趣,海洋领域却鲜少被关注。基于山东省的案例分析,概括出数字赋能海洋治理的核心解释机制——海洋数字编排。通过分层引导的平台建构形成海洋治理数据资源池,遵循以安全为基础的数据捆绑形成海洋数据产品或数据服务,最终凭借需求放大和阻力减少的场景撬动实现势能转换,赋能海洋治理的数字化转型。该过程受到权限约束与监管透视的资源整合、价值释放和安全保障的动态平衡以及为应对考核不确定性从而主动兼容的多重逻辑驱动。积极主动识别“数字机遇之窗”,根据业务专长规划顶层设计;审慎平衡数字势能积累与制度惯性之间的张力,以主动兼容的思维和充分的准备应对不确定性是海洋数字编排成功实现的有效策略。
The empowerment of digital technology in government governance has sparked significant academic interest,yet the maritime domain has received scant attention.Based on the case analysis of Shandong Province,this study proposes a core explanatory mechanism for the operational process and driving logic of digital empowerment in maritime governance—maritime digital orchestration.Through layered platform construction,a data resource pool for ocean governance is formed.By adhering to security-based data bundling,data products or services are created.Ultimately by leveraging scenario which amplification of demand and reduction of resistance to achieve potential energy conversion and drive the digital transformation of ocean governance.The process of maritime digital orchestration is driven by multiple logic:the resource integration based on permission constraints and regulatory transparency,the dynamic balance of between value release and security assurance,and proactive compatibility to address assessment uncertainties.Proactively identifying the“digital opportunity window”and mapping out top-level designs based on core business strengths;deliberately balancing the accumulation of digital potential energy against institutional inertia;and meeting uncertainty with an actively compatible mindset and well-prepared measures—these are the proven strategies for successfully implementing marine digital orchestration.
