摘要
耕地是人们赖以生存的基础性资源,也是社会发展的命脉。耕地保护国土空间专项规划作为新时期国土空间规划体系的重要组成部分,对深化耕地保护机制创新和管理实践具有重要意义。为贯彻落实中共中央、国务院关于加强耕地保护的战略部署,探索国际化大都市耕地保护的新模式、新路径,以广州市南沙区为例,根据《广州市耕地保护专项规划(2021—2035年)》等相关法律法规和技术规范,统筹南沙区耕地资源空间布局和时序安排,落实耕地数量、质量、生态“三位一体”保护,推动耕地实现高质量保护、高水平利用。对南沙区耕地保护现状进行分析,并在此基础上合理确定规划目标、划定耕地集中整治区域,明确重大项目,统筹安排各类耕地保护活动,明确规划实施保障措施,为广州市南沙区耕地保护工作开展提供行动指南。
Cultivated land is a fundamental resource for human survival and the vital foundation for social development.As a crucial component of the land and space planning system in the new era,the special plan for cultivated land protection holds significant importance for deepening the innova⁃tion of cultivated land protection mechanisms and management practices.To implement the strategic directives of the CPC Central Committee and the State Council on strengthening cultivated land pro⁃tection and to explore new models and pathways for cultivated land protection within an international metropolis,this study takes Nansha District of Guangzhou City as a case study.Based on relevant laws,regulations,and technical specifications such as the"Special Plan for Cultivated Land Protec⁃tion in Guangzhou(2021—2035)",it coordinates the spatial layout and temporal sequencing of culti⁃vated land resources across the district,implements the"trinity"protection of cultivated land quan⁃tity,quality,and ecology,and promotes high-standard protection and efficient utilization of cultivated land.The study analyzes the current status of cultivated land protection in Nansha District and,on this basis,rationally defines the planning objectives,delineates key remediation areas for cultivated land,identifies major projects,coordinates various cultivated land protection activities,and specifies measures to ensure plan implementation.This provides an action guide for conducting cultivated land protection work in Nansha District,Guangzhou.
