摘要
智能教育创新赋能区域经济高质量发展是新时代推进教育强国和经济强国建设的重要命题。人工智能技术的快速发展为教育变革提供了新动能,也对区域经济发展模式产生深刻影响。立足山东省“努力成为北方地区经济重要增长极”的战略定位,山东省智能教育创新与区域经济发展呈现出协同发展态势,但区域间在智能教育应用、产业转型升级、协同发展水平等方面存在显著差异。智能教育创新赋能区域经济发展的内在机制包括人力资本“精准增效”机制、产业创新“协同赋能”机制和区域治理“均衡优化”机制。推进智能教育创新与区域经济协同发展需要实施分区分类推进策略,针对胶东经济圈、鲁中地区、鲁西地区的不同特点制定差异化发展路径;构建多主体协同的治理机制和产教融合组织模式;完善财政金融、人才引育、区域协调等政策保障体系,形成智能教育创新赋能区域经济高质量发展的强大合力。
The high-quality regional economic development empowered by intelligent education innovation is a crucial proposition for advancing the construction of a powerhouse of education and economy in the new era.The rapid development of artificial intelligence technology not only provides new momentum for educational transformation,but also profoundly impacts regional economic development models.Based on Shandong Province's strategic positioning of“striving to become a major economic growth pole in northern China”,the intelligent education innovation and regional economic development in Shandong Province have shown a trend of coordinated development,but there exist significant disparities among regions in intelligent education application,industrial transformation and upgrading,and collaborative development.The internal mechanisms for intelligent education innovation empowering the regional economic development include the mechanism for“precision efficiency improvement”of human capital,the mechanism for“collaborative empowerment”of industrial innovation,and the mechanism for“balanced optimization”of regional governance.In terms of advancing intelligent education innovation and the collaborative development of regional economy,a classified and zonal advancement strategy should be implemented.Differentiated development paths should be formulated in light of the distinctive characteristics of the Jiaodong Economic Circle,Central Shandong Region and Western Shandong Region.The multi-stakeholder collaborative governance mechanism and industry-education integration organizational model should be established,and the policy guarantee system covering fiscal and financial support,talent attraction and cultivation,and regional coordination should be improved,so as to create a strong synergy for intelligent education innovation empowering the high-quality development of regional economy.
