摘要
政策的出台可以作为理论基础和支撑,促进实践的发展与进步。探析青海绿色有机农畜产品相关政策的演进规律,对新时期进一步完善绿色有机农畜产品政策法律法规体系和制度规范具有重大现实意义。首先青海省绿色有机农畜产品政策演进历程可以归纳为探索起步阶段(2008—2013年)、初步形成阶段(2014—2018年)、发展阶段(2019年至今);其次青海省绿色有机农畜产品发展政策演变特征为以生态优先的原则贯穿整个政策发展的过程;政策最终目标和理念是达到生态生产有机整体、共同繁荣,生态经济化和经济生态化。尽管政府在绿色有机农畜产品发展的顶层设计和政策执行方面作了大量有益探索,但仍存在一些突出问题,因此未来青海省绿色有机农畜产品的发展应准确把握省情,以坚持生态第一原则为底线、以夯实产业基础为前提、以增量提质为目标、以技术创新与人才支撑为核心,以补链扩输为目标,助推青海省绿色有机农畜产品输出地的建设。
The promulgation of policies can serve as a theoretical basis and support to promote the development and progress of practice.Analyzing the evolution laws of policies related to green organic agricultural and livestock products in Qinghai is of great practical significance for further improving the policy,legal,regulatory system and institutional norms of green organic agricultural and livestock products in the new era.First of all,the evolution of green organic agricultural and livestock products policies in Qinghai Province can be summarized as the initial stage of exploration(2008-2013),preliminary formation stage(2014-2018),development stage(2019-present);secondly,the evolution characteristics of the development policy of green organic agricultural and livestock products in Qinghai Province are:the principle of ecological priority runs through the entire policy development process;the ultimate goal and concept of the policy are to achieve organic integrity and common prosperity of ecological production,ecological economy and ecological economy.Although the government has made a lot of useful explorations in top-level design and policy implementation for the development of green organic agricultural and livestock products,there are still some outstanding problems.Therefore,the future development of green organic agricultural and livestock products in Qinghai Province should accurately grasp the provincial situation and adhere to the ecological first principle.The first principle is the bottom line,the premise is consolidating the industrial foundation,the goal is incremental quality improvement,the core is technological innovation and talent support is technological innovation and talent support,and the goal is to supplement the chain and expand the transmission,so as to promote the construction of Qinghai Province's green organic agricultural and livestock products export areas.
