摘要
随着元宇宙、虚拟货币等新场景、新产业的不断发展,非接触式犯罪呈现出规模产业化、技术高端化、组织集团化、行为跨境化、手段暴力化等发展趋势,严重威胁着社会的和谐与稳定。针对法律法规不完善、各警种之间协作配合不到位、行业区域管控不严格、社会力量动员程度不高、国际警务合作不顺畅等治理困局,应适时更新相关法条,建立多元的防控体系,引导网络技术向善发展,发挥大数据的预警作用,强化互联网等企业防治义务,健全国际警务协作机制,从而整体提升对非接触式犯罪的打击效能,确保数字技术和信息网络始终朝着造福社会、造福人民的方向发展。
With the continuous development of new scenarios and industries such as the metaverse and virtual currencies,contactless(cyber-enabled)crimes have exhibited trends including industrialized scale,technological sophistication,organized syndication,cross-border operations,and violent methods,which severely threaten social harmony and stability.To address governance challenges—such as incomplete laws and regulations,insufficient inter-departmental coordination among police units,lax industry and regional controls,inadequate mobilization of social forces,and inefficient international police cooperation—it is necessary to promptly update relevant legal provisions,establish a multi-dimensional prevention and control system,guide the development of internet technologies toward socially beneficial purposes,leverage big data for early warning functions,strengthen the preventive obligations of internet and other relevant enterprises,and improve international police collaboration mechanisms.These measures will enhance the overall effectiveness of combating contactless crimes,ensuring that digital technologies and information networks continue to develop in a direction that benefits society and the people.
