摘要
与国外发达城市相比,深圳市可回收物回收利用体系的建设基础相对薄弱,在政策法规制定、设施建设落地、产业发展规划等方面还存在一定差距。通过对深圳市生活垃圾可回收物分类收运体系与再生资源回收体系建设情况进行调查,总结了存在的问题和不足;借鉴国内外成熟管理经验,针对性提出了出台专项法规、落实设施建设用地规划、完善产业发展政策、加强龙头企业培育、探索跨市协作机制、建立分类回馈机制等措施建议,为深圳市及国内其他城市可回收物分类管理体系优化提供参考。
Compared with developed cities abroad,the construction foundation of Shenzhen's recyclable system is relatively weak.There are gaps in certain aspects,such as policy and regulation formulation,facility construction implementation,industrial development planning,etc.Through investigating the construction of the recyclable classification system and the recycling system for recyclable resources in Shenzhen.Summarized the existing problems and shortcomings.Drawing on mature management experience both domestically and internationally.Targeted suggestions were proposed,including the introduction of special regulations,implementation of facility land planning,improvement of industrial development policies,strengthening the cultivation of leading enterprises,exploration of cross city cooperation mechanisms,establishment of classification feedback mechanisms,etc.These suggestions can provide references for Shenzhen and other cities to optimize the recyclable classification management system.
