摘要
在第二届中国—中亚峰会上,习近平主席提出“互尊、互信、互利、互助,以高质量发展推进共同现代化”的“中国—中亚精神”,这是对中国与中亚长期友好交往的高度凝练,具有丰富的理论内涵和鲜明的时代价值,为双方推动共同现代化、携手构建中国—中亚共同体提供了根本遵循。当前,中国—中亚机制的“四梁八柱”基本成型,双方正以更加务实的举措加强合作。中哈两国经济结构高度互补,哈萨克斯坦能源资源禀赋突出,而中国在技术、资本和完备产业体系方面具备显著优势。在“中国—中亚精神”的指引下,双方在数字经济、绿色低碳、加工制造业等领域合作空间大、潜力足。为将合作潜力转化为实实在在的合作成果,应着力推进以下几个方面:加大对“中间走廊”基础设施的投资,提升沿线跨境合作效率;引导更多外资进入哈萨克斯坦制造业,助力其经济结构多元化;拓展共建“一带一路”项目,构建立体化合作共赢新格局;进一步深化国际公路货运项目,推动区域互联互通迈上新台阶。
At the second China-Central Asia Summit,President Xi Jinping proposed a“China-Central Asia Spirit”of“mutual respect,mutual trust,mutual benefit and mutual assistance for the joint pursuit of modernization through high-quality development”.This spirit is a highly condensed summary of the long-standing friendship between China and Central Asia,embodying rich theoretical connotations and distinct contemporary value.It provides fundamental guidance for both sides to promote common modernization and jointly build a China-Central Asia community.The institutional framework of China-Central Asia cooperation has largely taken shape,and both sides have decided to adopt more pragmatic measures to strengthen collaboration.China and Kazakhstan,in particular,enjoy highly complementary economic structures:Kazakhstan boasts abundant energy resources,while China has advantages in technology,capital,and a comprehensive industrial system.Guided by the“China-Central Asia Spirit”,the two countries see broad space and great potential for cooperation in fields such as the digital economy,green and low-carbon development,and manufacturing.To turn this potential into tangible outcomes,efforts should focus on increasing investment in“Middle Corridor”infrastructure to improve cross-border efficiency,attracting more foreign investment into Kazakhstan's manufacturing sector to support economic diversification,expanding“the Belt and Road”projects to realize a multidimensional win-win cooperation framework,and advancing international road freight initiatives to further enhance regional connectivity.
