摘要
当代中国非物质文化遗产保护实践,在充分发挥政府主导体系化、制度化优势的同时,正日益注重激发社会内生动力,积极探索政府引导、市场驱动与社会参与,特别是社区与民间力量创造性传承相结合的协同共治新路径。社区公益传统是民众文化创造力的体现,也构成了非遗可持续传承的核心动力。基于华北三村非遗保护案例的考察证明,社区公益传统与非遗保护制度存有深层关联,应将社区公益传统充分引入非遗保护框架之中,将非遗保护融入“文化共享-社会共建”社区公共服务体系。一方面,各级政府应通过文化赋值激发社区公益传统的活力,以实现非遗保护的国家战略需求;另一方面,社区民众对于非遗保护的文化自觉亟待提升,使之转化为助推社区总体发展的内生动力。
In contemporary China,the protection practice of Intangible Cultural Heritage(ICH)continues to leverage the systematic and institutional strengths of a government-led approach,while increasingly emphasizing the stimulation of the endogenous dynamics within the society.It is actively exploring new pathways of collaborative governance that integrate government guidance,market forces,and social participation,particularly the creative inheritance driven by communities and non-governmental actors.The community-based public-spirited tradition reflects the cultural creativity of the people and also constitutes the core engine for the sustainable ICH inheritance.The empirical study of the protection of intangible cultural heritage in three rural villages of north China demonstrates that the community-based public-spirited tradition is intrinsically correlated with the protection system of ICH.Thus,it is necessary to integrate the community-based public-spirited tradition into the ICH protection framework,and put the ICH protection into the community-based public service system featuring"cultural sharing and social co-construction".On the one hand,the governments at all levels should stimulate the vitality of the community-based public-spirited tradition through cultural endowment in order to meet the requirements of the national strategy of the ICH protection.On the other hand,it is urgent to enhance the cultural awareness of the community people for the ICH protection in order to provide the endogenous dynamics for the overall development of the community.
