摘要
现代大气污染呈现复合型、区域性特征,传统单一治理模式已难以适配环保需求,化工及相关行业的工业生产是主要驱动因素。立足环境工程理论,综合分析工业排放、交通运输、生活源污染及自然气象条件等核心影响要素,评估空气质量现状、污染物分布特性及其对人体健康与生态环境的危害,提出源头控制与清洁生产、污染治理技术应用、区域协同及综合治理四大维度的治理手段。鉴于多因素叠加导致治理难度攀升,构建以预防为核心、防治结合、区域联动的大气污染防治体系,可有效破解治理瓶颈,对持续改善环境质量、保障生态安全与公众健康具有关键意义。
Modern air pollution is characterized by its complex and regional nature,making traditional single-dimensional governance models inadequate for current environmental protection needs.Industrial production in the chemical and related sectors serves as a major driving factor.Based on environmental engineering theory,this study comprehensively analyzes key influencing elements such as industrial emissions,transportation,residential pollution sources,and natural meteorological conditions.After assessing current air quality conditions,the distribution characteristics of pollutants,and their impacts on human health and ecological systems,four dimensions of governance strategies are proposed:source control and cleaner production,application of pollution treatment technologies,regional coordination,and integrated management.Given the escalating governance challenges caused by the interplay of multiple factors,establishing an air pollution prevention and control system centered on prevention,integrating prevention with control,and promoting regional collaboration can effectively overcome governance bottlenecks.This approach holds critical significance for continuously improving environmental quality and safeguarding ecological security and public health.
