摘要
在社会经济快速发展和“全灾种、大应急”职能拓展背景下,消防救援任务日趋复杂,支队级119指挥中心作为救援指挥中枢,正由传统值班值守向“第一响应、全程指挥”转型。本文结合北京市顺义区消防救援支队实践和应急处置案列,系统分析了当前支队级119指挥中心在应急指挥调度、辅助决策、信息报送、联勤联动和数据汇聚等方面的职能任务,指出其在运行机制、人员能力、信息化水平和建设理念等方面存在的短板,提出应通过强化实战导向、规范运行体系、整合信息资源、构建数据中枢、夯实联动机制等路径,全面提升支队级119指挥中心“早发现、快调度、精准处置”能力,打造现代化、智能化、实战化的综合应急指挥平台,切实发挥消防救援“中枢神经”的核心作用。
Against the backdrop of rapid socio-economic development and the expansion of firefighting functions covering"all types of disasters and major emergencies",fire rescue tasks have become increasingly complex.As the core of rescue command,the brigade-level 119 Command Center is transitioning from traditional duty and on-call work to"first response and full-process command".Combining the practice of the Shunyi District Fire and Rescue Brigade of Beijing and emergency disposal cases,this paper systematically analyzes the functional tasks of the current brigade-level 119 Command Center in emergency command and dispatch,auxiliary decision-making,information reporting,joint service and linkage,and data aggregation.It points out the shortcomings in its operational mechanism,personnel capabilities,informatization level,and construction philosophy.The paper proposes that through paths such as strengthening combat-oriented development,standardizing the operational system,integrating information resources,building a data hub,and consolidating the linkage mechanism,the overall capability of the brigade-level 119 Command Center in"early detection,rapid dispatch,and precise disposal"should be comprehensively improved,so as to build a modernized,intelligent,and combat-oriented integrated emergency command platform and effectively play the core role of the"central nervous system"in fire rescue.
