摘要
创新是新质生产力的显著特点。创新型产业集群政策从政策端发力,对于推动创新从而大力发展新质生产力具有不可替代的重要性。通过将2010—2016年广东省税收调查数据中企业的面板数据与企业专利数据匹配,研究证明:第一,创新型产业集群的设立有利于集群内企业创新;第二,创新型产业集群政策通过缓解企业的融资约束、提高企业的人力资本水平和提高所在地区的创业活跃度三个机制渠道促进企业的创新活动;第三,异质性分析显示,创新型产业集群政策对进出口企业、非上市企业与位于对外开放程度较高地区的企业创新有更显著的促进作用。使用政策学习的方法考察政策优化效果发现,目前试点名单整体较优,但仍存在优化空间;通过政策学习模型优化后的名单,企业创新绩效可得到约28%的显著提升。
The Third Plenary Session of the 20th CPC Central Committee called for“improving the mechanism for developing new quality productive forces according to local conditions.”The Innovative Industrial Cluster Policy,driven by strategic policy design,plays an irreplaceable role in fostering new quality productive forces and advancing high-quality economic development.Using matched panel data from corporate tax surveys and patent filings in Guangdong Province from 2010 to 2016,this study demonstrates that:First,the implementation of the Innovative Industrial Cluster Policy significantly promotes innovation among firms within the clusters.Second,the policy enhances corporate innovation through three primary mechanisms:alleviating financing constraints,strengthening human capital,and stimulating regional entrepreneurial activity.Third,the innovation-promoting effect is more pronounced among import-export firms,non-listed firms,and firms located in regions with higher levels of openness.Finally,policy learning analysis indicates that while the current pilot list is generally well-designed,it can still be optimized.Simulations using a policy learning model suggest that optimized policy targeting could improve corporate innovation performance by approximately 28%.
