英国中学手语课程政策何以成为国家教育行动——基于多源流理论的视角

Why Did Sign Language Curriculum Policy in British Secondary Schools Become a National Educational Initiative:A Perspective Based on the Multiple Streams Theory

摘要 手语纳入英国国家基础教育课程体系是其促进听障学生教育公平、保障语言权利平等、建设包容性社会的重要里程碑。研究运用多源流理论框架分析该政策何以成为国家教育行动,发现问题源流指向教育数据指标、学校融合危机与焦点舆论压力;政策源流朝向英国手语法律规制的历史演变、理论研究成果的科学支撑、多元利益主体的协同表达;政治源流涉及国民集体愿望、党派政治共识及全纳教育方略;三大源流在特定时空节点通过“识别—适配—抉择”的动态耦合机制开启政策之窗。新时期我国应精准聚焦实际问题、凝聚多元主体力量、把握政策发展契机,从而筑牢手语教育政策根基,丰富政策内涵并适时推动变革。 The incorporation of British Sign Language(BSL)into the national basic education curriculum system serves as a significant milestone in promoting educational equity for hearing-impaired students,guaranteeing equality of linguistic rights,and building an inclusive society.Employing the Multiple Streams Framework,this study analyzes how this policy evolved into a national education action.The study finds that the problem stream points to educational data indicators,crises in school inclusion,and pressure from focused public opinion.The policy stream involves the historical evolution of BSL legislation,scientific support from theoretical research,and the coordinated advocacy of multiple stakeholders.The political stream encompasses collective public aspirations,cross-party political consensus,and inclusive education strategies.These three streams converge at a specific spatiotemporal juncture through a dynamic coupling mechanism of“identification-adaptation-selection”to open the policy window.In the new era,China should precisely focus on practical issues,consolidate the strength of multiple stakeholders,and seize opportunities for policy development to solidify the foundation of sign language education policy,enrich its substance,and promote timely reform.
