摘要
随着生成式人工智能技术的迅猛发展,以深度伪造为代表的新兴网络技术正与恐怖主义犯罪深度交融,对国家安全与社会稳定造成严峻风险挑战。首先,通过系统梳理恐怖主义犯罪和深度伪造技术的发展现状与技术特征,研究两者之间耦合关系,在此基础上提出深度伪造技术涉恐犯罪的理论命题,并归纳总结新型犯罪特点。其次,遵循公安情报引导反恐实战的业务逻辑,从强化虚假信息传播效果、营造社会信任危机、引导操控政治舆论等方面探究深度伪造技术与恐怖主义活动相结合的现实便利性与未来演化规律。最后,依托数字中国建设与网络空间命运共同体理念,从国内治理与国际合作“双循环”的层面提出具体应对策略。
With the rapid development of Generative Artificial Intelligence(GAI),emerging internet technologies represented by Deepfake are becoming increasingly intertwined with crimes involving terrorism,posing severe risks and challenges to national security and social stability.This paper first systematically investigates current situation and technological characteristics of crimes involving terrorism and Deepfake technology,and explores the interrelationship and mutual influence between them.On this basis,it proposes a theoretical proposition concerning Deepfake—related crimes involving terrorism,while summarizing the features of such crimes.Second,following the operational logic that counter—terrorism practices should be guided by public security intelligence,the study examines the practical convenience and future evolutionary patterns of integrating Deepfake technology with terrorist activities,with a focus on enhancing the dissemination of false information,creating crises of social trust,and guiding or manipulating political public opinion.Finally,based on the concepts of building a Digital China and a community with a shared future in cyberspace,this article proposes specific countermeasures from both domestic governance and international cooperation perspectives.
