摘要
档案强国作为引领新时代中国档案事业发展的长期性战略目标,其提出与演进深刻嵌入中国式现代化进程之中。论文从时代必然、价值贡献与实践取向三个层面,对面向“十五五”时期的档案强国建设进行系统分析。研究认为,档案强国植根于国家发展全局、技术变革与档案事业内生演进相互交织的历史语境,其价值主要体现为国家档案政策话语的战略重塑、档案理论创新的方向引导以及档案事业高质量发展的实践牵引。面向“十五五”,档案强国建设亟须在坚持长期主义取向的基础上,践行以服务中国式现代化为根本的发展目标取向,以数智赋能为核心的创新驱动取向,以能力体系为重点的发展路径取向和以安全可控为底线的风险治理取向。
As a long-term strategic goal guid⁃ing the development of China's archival under⁃taking in the new era,the proposition and evolu⁃tion of building up China's archival strength are profoundly embedded within the process of Chi⁃nese modernization.This paper conducts a sys⁃tematic analysis of building up China's archival strength towards the 15th Five-Year Plan peri⁃od from three dimensions:historical inevitabili⁃ty,value contribution,and practical orientation.The research states that the concept of archival powerhouse is rooted in the historical context where the overall national development,techno⁃logical transformation,and the endogenous evo⁃lution of the archival undertaking are interwo⁃ven.Its value is primarily manifested in the stra⁃tegic reshaping of national archival policy dis⁃course,the directional guidance for archival the⁃oretical innovation,and the practical traction for the high-quality development of the archival un⁃dertaking.Facing the 15th Five-Year Plan peri⁃od,the construction of archival ponerhouse ur⁃gently needs to,based on adhering to a longterm orientation,adopt a development goal ori⁃entation of serving Chinese modernization,an in⁃novation-driven orientation centered on digital and intelligent empowerment,a development path orientation focusing on capacity system building,and a risk governance orientation with safety and controllability as the bottom line.
