摘要
城市更新已成为现代城市发展的重要手段,但实践中城市更新存在项目零散分布、权属复杂、利益协同难、资金筹措难等问题,城市更新难以全方位推进。对此,政府可以通过统筹管理更新片区,支持非营利性城市更新项目,实现片区层面的收支平衡,从而推动片区内的整体城市更新。该文从城市更新演进路径出发,分析了城市更新的内在驱动逻辑与外在治理困难,以问题为导向提出一种可行的片区统筹更新模式,并对长沙下碧湘街更新单元进行实证研究。为片区统筹更新模式提供经验与思考,以期为城市高质量发展和可持续更新提供参考。
Urban renewal has become a crucial approach to contemporary urban development,yet in practice it is often constrained by fragmented project distribution,complex property rights,difficulties in stakeholder coordination,and financing challenges,all of which hinder the comprehensive advancement of renewal initiatives.To address these issues,governments can adopt an integrated management approach at the district scale,supporting non-profit urban renewal projects and balancing revenue and expenditure at the district level,thereby facilitating holistic urban regeneration within the area.In this study we trace the evolutionary path of urban renewal,and analyze its internal driving logics and external governance dilemmas,through a problem-oriented lens,we propose a feasible district-level integrated renewal model.The model is then empirically examined in the Xiabixiang Street renewal unit in Changsha.The research offers both practical experience and theoretical reflection for the exploration of integrated renewal models,with the aim of contributing to high-quality urban development and sustainable regeneration.
