摘要
为厘清主体认知、政策规制对肉牛养殖户亲环境行为的作用机制,充分调动养殖户实施亲环境行为的积极性,基于肉牛养殖户的调研数据,采用有序Probit模型和调节效应模型探讨主体认知、政策规制对肉牛养殖户亲环境行为的影响。结果表明:1)肉牛养殖户对不同亲环境行为的实施倾向不同,由高到低依次为标准卫生防疫、废弃物资源化行为、规范化管理、生态饲料投入和科学选址建场,总体来看,亲环境行为实施情况整体较好但实施水平仍需进一步提升。2)环境政策认知、绿色价值认知、生态责任认知、政策宣传和政府监管等均对肉牛养殖户亲环境行为具有显著的正向影响,但养殖污染认知和经济补贴的影响并不显著。3)政策规制在主体认知与肉牛养殖户亲环境行为关系中存在调节效应。政策宣传与政府监管强化了环境政策认知对亲环境行为的影响,但两者与绿色价值认知存在部分功能重叠,削弱了绿色价值认知对亲环境行为的影响。因此,提出设立养殖示范户,发挥领头羊作用带动周边养殖户;畅通信息传播渠道,加强宣传培训力度培育养殖户综合认知能力;政策约束与经济激励并行互补,营造良好的政策氛围促进养殖户亲环境行为实施。
To clarify the mechanism of subject cognition and policy regulation on the pro-environmental behavior of beef cattle farmers,and fully mobilize the enthusiasm of farmers to implement pro-environmental behavior,based on the survey data of beef cattle farmers,the impact of subject cognition and policy regulation on the proenvironmental behavior of beef cattle farmers was explored by using the ordered Probit model and the moderating effect model.The results show that:1)Beef cattle farmers have different implementation tendencies towards different pro-environmental behaviors.Their tendengcies from high to low was standard hygiene and epidemic prevention,waste resource utilization behavior,standardized management,ecological feed input,and scientific site selection and construction.Overall,the implementation of pro-environmental behaviors is relatively good,but the implementation level still needs to be further improved.2)The environmental policy awareness,green value awareness,ecological responsibility awareness,policy promotion,and government regulation have a significant positive impact on the pro-environmental behavior of beef cattle farmers.However,the impact of pollution awareness and economic subsidies is not significant.3)The policy regulation has moderating effect on the relationship between subject cognition and the pro-environmental behavior of beef cattle breeders.Policy promotion and government regulation have strengthened the impact of environmental policy awareness on proenvironmental behavior,but there is some functional overlap between the two.The influence of green value awareness on pro-environmental behavior is weakened.Therefore,this study puts forward some suggestions as follows:1)Establishing breeding demonstration households and playing a leading role in driving surrounding breeding households;2)Smoothing information dissemination channels,strengthening publicity and training efforts,and cultivating comprehensive cognitive abilities of farmers;3)By policy constraints and economic incentives complement each other,creating a favorable policy atmosphere to promote the implementation of pro-environmental behaviors among farmers.
