基于多模态数据的粮食应急体系构成要素提取及其作用关系

Key components extraction of food emergency system based on multimodal data and its function relationship

摘要 为厘清粮食应急体系的构成要素及要素间的作用关系,采用扎根理论,对搜集整理的170份粮食应急体系相关案例、文献、政策文件、访谈以及视频数据进行要素提取,并结合物理-事理-人理(WSR)方法论和刺激-机体-反应(SOR)理论构建粮食应急体系构成要素的作用关系模型。结果表明:1)粮食应急体系的构成要素包括市场环境、突发事件、流通渠道、应急预案、基础设施、信息共享和组织协调7个要素;2)市场环境和突发事件属于物理维度要素,对体系起刺激作用;流通渠道、应急预案和基础设施属于事理维度要素,承担体系的机体功能;信息共享和组织协调属于人理维度要素,对体系起反应作用。根据粮食应急体系作用关系模型得出结论与政策建议,为完善粮食应急体系提供了理论支持和实践依据。 To clarify the key components of the food emergency system and the relationship between the components,the grounded theory was used to extract the components from 170 cases,documents,policy documents,interviews and video data collected and sorted out.The functional relationship model of the components of the food emergency system was constructed by combining the methodology of Physics-reasonhumanity(WSR)and the theory of Stimulus-organism-response(SOR).The results show that:1)The key components of the food emergency system include market environment,emergencies,circulation channels,emergency plans,infrastructure,information sharing and organization and coordination;2)Market environment and emergencies belong to physical dimension elements,which stimulate the system.Circulation channels,emergency plans and infrastructure belong to the elements of the logical dimension and bear the body functions of the system.Information sharing and organization and coordination belong to the elements of the human dimension and react to the system.According to the relationship model of food emergency system,conclusions and policy suggestions are drawn,which provide theoretical support and a practical basis for improving the food emergency system.
